Terrence is Founding Principal of local-global strategy advisory, Tenso Barterre Group. As US Presidential appointee, senior diplomat, chief strategist, investment banker, manufacturing CEO, university COO and executive strategy advisor, he has directed and guided entrepreneurial and complex organizations, both private and public, creating robust clean green and ethical market opportunities deploying world class financial and strategic resources.  He has managed high performance teams of producers, financiers, strategists and diplomats to guide boards, CEOs, and policy leaders towards success in high technology and market sectors involving food, health, environment and education in the US and worldwide.  

Non-Profit and Public Sector
  • University Professor and COO/VP for International Operations at Alliant International University (renowned for psychology and international programs). Negotiated and led finance, legal and external relations in Asia, Latin America, Africa and Europe markets. Forged partnerships launching a state-of-the-art urban campus, located in a prestigious district of Tokyo. Gave keynote lectures on local-global sustainable human and community development at US and international conferences and colloquia.
  • Managing Director of Asia based in Japan directing State of California Offices of Trade and Investment in Hong Kong, Shanghai, Taipei, Tokyo, Seoul and Singapore. Led export and inbound investment initiatives in environmental and other high technology, agro-eco wellness tourism, medical and organic/value-added food sectors.
  • Executive Director of US Agricultural Trade Offices in Japan, served on Ambassador’s Country Team as senior diplomat. Directed $20 mm marketing budget driving organic, health and value-added food export growth, leading US diplomats and industry collaborations engaging Japanese market leaders.
  • Senior Director of Strategic Operations for US Foreign Agricultural Service in Washington. Led divisions of diplomats and economists instituting market-oriented strategic planning and performance measurement innovations governing $100 mm marketing budget and $5 billion trade guaranty facility, to earn the Secretary’s Honor Award, USDA’s highest annual honor.
  • Principal Consultant to California Legislature Standing and Select Committees on Economic Development, New Technology, the Pacific Rim and Private Post-Secondary Vocational Education. Drafted and negotiated comprehensive bipartisan economic development legislation signed into law.
  • Principal Consultant and State Director of Small Business Programs at the California Community Colleges Chancellor’s Office Economic Development Network.
  • Cultural/Gender Equity Advisor under the US Perkins Act advancing career and technical education, administered by the State Superintendent of Public Instruction. Trained K-12 teachers statewide.

  • Founding Principal of Tenso Barterre Group, providing local-global strategy advisory services in food, health, environment and education sectors, including sustainable entrepreneurship and intercultural diplomacy initiatives.
  • President and CEO of RiceX, a California-based medical foods and nutrition innovator. Successfully positioned the business for sustained growth by advancing complementary/integrative solutions for diabetes, hunger and HIV/AIDS in the US and Southern Africa leading to a major liquidity event.
  • Senior Vice President at Stamford College Group, based in Singapore and Geneva and Founding CEO of BHP Associates, Inc, its economic development and strategy advisory subsidiary in Sacramento.
  • VP/Manager of M&A Strategy Services for the Mitsubishi Bank Group in California. Led and supported investments in wine, pharmaceuticals, value-added foods and IT/telecom.
  • Senior Financial Engineer at the US strategy arm of the Agricultural Banks of Europe. Led technology commercialization and consumer market innovation practices.
  • AVP/Senior Loan Examiner at Wells Fargo Bank in San Francisco (aerospace, technology, Japan portfolio).

Terrence is a Harvard MBA and top-ranking graduate of the HBS Agribusiness Program with Harvard Honors AB in East Asian Studies and Economics. He was an AFS exchange student on the Baltic coast of Schleswig-Holstein, Germany and while in college served with the US Department of Defense in Bangkok, as an instructor at the Royal Thai Air Force Language Academy. Born in Japan, he was raised in Tokyo and along the American River corridor connecting Sacramento with Lake Tahoe in El Dorado County where he has been a father, husband and resident for 20+ years. He has surpassed diplomatic standards for Japanese language fluency and speaks German.
